The Regional Scheme, the Regional Plan and the Regional Strategic Programme – the main planning documents
The Regional Scheme– the highest planning document in the region – is implemented through the Regional Plan and the Regional Strategic Programme:

The Regional Scheme is a long-term strategic plan, which indicates the desired regional development in the region as well as the necessary strategic choices. Two global objectives have been set in the Regional Scheme of Ostrobothnia: economic growth and welfare. – Provisions on the Regional Scheme are issued in the Land Use and Building Act of 1999 (132/1999).
The Regional Plan is a general plan outlining the use of land in the region or parts of the region. The Regional Plan sets out the principles of land use and community structure, and designates areas as necessary for regional development. The purpose of the Regional Plan is to settle national, regional and sub-regional land use issues. The Regional Plan – the highest of all land use plans – is used as a guideline in drawing up and amending local master plans and local detailed plans, and when any other measures are taken to organise land use. – Provisions on the Regional Plan are issued in the Land Use and Building Act of 1999 (132/1999). |
The Regional Strategic Programme, implementing the Regional Scheme, includes development strategies based on the region’s potential and needs, the most important projects in terms of regional development, and other essential measures to achieve the targets and finance the planned programme. – Provisions on the Regional Strategic Programme are issued in the Regional Development Act of 2002 (602/2002).
The Regional Strategic Programme Implementation Plan, prepared annually, includes the most important projects and other measures implementing the Regional Strategic Programme and special programmes, together with details on required financing. The Regional Strategic Programme Implementation Plan is basically a regional budget with the purpose of influencing the state budget and enhancing the co-ordination between the regional programme activities. Provisions on the Regional Strategic Programme Implementation Plan are issued in the Regional Development Act of 2002 (602/2002).
