Report on digital Co-Creation in Pandemic Conditions

The project conducted an evaluation of the open social innovation activities in the shadow of COVID-19. This study was carried out by Experience Lab of Åbo Akademi University in Finland, together with all project partners.

The study has two parts – a survey among the stakeholders in all partner regions and a semi-structured deep interview with key project staff and stakeholders.

Project summary (1.10.2021 – 30.9.2022):

Europe is currently facing the challenges of the ecological transition and digital transformation. This means re-designing the human interaction with the physical environment for a more resilient society and sustainable way of living. In this post pandemic recovery, getting everyone onboard in a green and digital transition is at the forefront.

OSIRIS has demonstrated how actors with different experiences and expectations can solve real-life societal challenges through OSI methods, stimulating a bottom-up co-creation process and introducing OSI policies for regional development. The pandemic had a large impact in the process of implementing OSI policies for regional development in different ways, e.g.: i) limiting face to face interactions that are key for OSI while boosting software for videoconferences and education; ii) feeding a climate of strong uncertainty about the future and the role that OSI can have for regional development; iii) strengthening the need of engaging citizens in regional development, considering new forms of remote-based collaborations.

In building upon prior results, the partners will:

i) conduct an evaluation of the OSI activities in the shadow of COVID-19 in modifying the PI, examining how OSI may be used towards a green and digital transition;

ii) ii) exchange experiences on the implementation of the recovery and resilience actions. A set of two interregional exchange events, including study visits will allow such a comprehensive review of experiences of handing the impact of Covid on OSI for regional innovation in diverse sectors: health, tourism, energy, inclusion. Through webinar series via the OSIRIS Youtube channel, the learnings and GPs will be disseminated to a wider audience. 

Based on these additional activities, the partners will produce:

·         Six new GPs boosting ecological and digital transition

·         Improvements of policy instruments

·         Six streamed events/webinars focused on the learnings of the exchanges of experience

Ostrobothnia needs innovations to create growth. By letting different perspectives meet companies as well as public organizations can find more innovative and value creating ideas and solutions. The purpose of the OSIRIS project is to strengthen open social innovation (OSI) in regional innovation eco-systems across Europe. The project addresses essential challenges of seven public bodies in Europe referring to: employment, innovation, education, social inclusion, climate and energy. These regions have shared good practices (GP) on how to bring together citizens, companies, universities and public actors in co-creative processes in the regional development work.

Policy Instruments (PI’s) need implementation of more effective Smart Specialization Strategies that enhance border-crossing interregional media solutions, visualize and disseminate improvements and changes, and increase involvement for regional growth and employment. OSIRIS aims at improving design, rapid delivery and implementation of OSI policies and action plans through co-creative regional eco-systems for innovation. Policy-makers’ innovation management skills and co-creativity will be accelerated by interregional collaboration in focused sectors and disciplines.

The arrangement of co-creative workshops for participatory policy design and knowledge exchange will ensure individual, organizational and stakeholder involvement and learning, which in turn will result in the identification and implementation of desirable changes in the PI’s of the participating regions.

Innovation Loop

One good practice shared in the first phase of the project was the Innovation Loop, developed by the Lead partner Region Västerbotten. The Innovation Loop stood out as a GP that could strengthen the innovation system in Ostrobothnia and was therefore adopted as a pilot for Ostrobothnia in the second phase of the project. Through the Smart Energy Workshop series, we have piloted, tested and customized the Innovation Loop to the Ostrobothnian context and needs. The pilot was realized in cooperation with Region Västerbotten and Experience Lab at Åbo Akademi University. The idea of the Innovation Loop process is to gather people with different backgrounds and skills to cross-disciplinary collaboration workshops. The ideas de­veloped are owned by everyone. We hope that the pilot will result in the development of a new open innovation practice in Ostrobothnia.

Smart Energy Workshops

Our Smart Energy Workshops were held in April, May and October 2019 with the mission to take predefined problems and from that co-generate new ideas into innovative solutions in the context of smart and renewable energy solutions. The case challenges for the Smart Energy Workshops were defined in collaboration with three companies in the EnergyVaasa cluster: Wärtsilä, Comsel Systems and Vaasan Sähkö.

In the first workshop participants had to assess needs and identify ideas to handle these needs. In the second workshop they had to transform the ideas from the first workshop into marketable innovative products, services and processes benefiting the society in the energy sector. At the final workshop it was time to finalize and pitch the ideas for an audience.

The hard work of the participants led to the following innovations being pitched:

  • eco-n for Comsel systems
  • EkoTeko Community for Vaasan Sähkö
  • Xmart Energy Modelling for Wärtsilä

The concluding activities of the project consists of evaluating and analyzing the innovation process and the Smart Energy workshops in cooperation with the stakeholders of the project. Also, the learnings and experience need to be implemented and grounded in the regional development work. Looking forward we aim to continue the work with strengthening the innovation process in Ostrobothnia together with our stakeholders.

Policy-makers’ innovation management skills and co-creativity will be accelerated by interregional collaboration in focussed sectors and disciplines, adopting the penta-helix model (Government-Research-Business-Citizens-Society), empowering the Public Information Sector.
